With recent conflicts against the Dominion, the Borg, and the Klingons, Starfleet decided they need to rethink their ship design philosophies. Combat in the Alpha and Delta Quadrants had proven the effectiveness of the technology incorporated in the Rivers, Perception and Venture classes, so the base technologies were lifted from these three.

It was decided early on that this particular class of ship would be massive, with the capabilities to counter many of the carriers that other governments were fielding. Due to its sheer size, the as yet, unnamed class was to be limited in production, with a target of no more than ten to be built. The fighter compliment was intended to be used in support of the Marine contingent on the ground in conjunction with the Cherubim Class Drop ships.

The design was intended to include a Type XVI Phaser Lance, meant to deal crippling blows against enemy capital ships and installations. Given its size, the engineers included thirty-six pulse phaser turrets for point defense. These were spread out equally across the ship's dorsal and vental sides. Also included was an uncommon feature to Starfleet vessels. The Ascendancy was designed with four warp nacelles, all acting in concert to maintain a warp field. In theory, the Ascendancy can operate with only one of her nacelles still functioning, though she would be limited to low warp speeds. Due to her size, the Ascendancy is able to carry several smaller ships through slipstream in her envelope. The modifications to the Rivers class to allow for the expansion of the slipstream envelope to allow the simultaneous transit of larger ships was deemed inpractical for a vessel as large as the Ascendancy.

Initial designs were presented in 2409, with final selection taking place in 2410, and the class being given the designation Ascendancy. The design that was chosen featured a large primary hull in a triangular shape which made up the bulk of the ship. The engineering hull was attached directly to the primary hull, near the center of the ship, along with the primary nacelles. Towards the aft of the ship, a thick strut was added, and the additional pod containing the secondary nacelles as well as support systems was added.

The keel was laid in late 2410, with the first phases of construction going smoothly. The exterior hull was completed in late 2411, while the interior fittings lagged behind. Starfleet had initially designed the class with a vertical warp core, however it was quickly discovered that the power output from such a core would not be enough to fully supply the ship during combat. Going back to the drawing board, the Corps of Engineers looked at the design. Their solution proved to be an ingenious one. Rather than mounting the core vertically, it was mounted horizontally, running a full eighteen hundred meters in length, making it the largest core in Starfleet history. To further alleviate the stress on the core for power, four extra fusion generators were installed, tied directly to the shields to add additional power.

The Ascendancy class carries four shuttle bays, one of which is a through the deck bay, running the width of the ship. This particular bay houses the majority of the ship's auxiliary craft. The bay housed in the strut connecting the upper module to the primary hull is referred to as Shuttle Bay 1, and houses the two Specter class scout ships. The through the deck bay is Shuttle Bay 2. It houses the shuttle craft, and the Valkyrie class support ships. Further down the hull, in a stack in the aft of the engineering hull are bays three and four. Shuttle Bay 3 houses the eight Talon class scouts, as well as the eight Danube class runabouts. Shuttle Bay 4 holds the Cherubim class drop ships, and workbees.

Final interior fittings were finished in late 2413, and the prototype, USS Ascendancy NX-104200 was launched. At the same time, construction began on the second ship of the class, with its name and registry as yet undecided.

The shakedown cruise of the Ascendancy did not go well at first. Only three days out of drydock, the ship experienced a shipwide power failure. It took nearly a week to bring its systems back online. This single event threatened to doom the project, but investigations quickly turned up proof that the ship had been sabotaged. Evidence pointed to the Tholians. After being checked for further sabotage, the Ascendancy was cleared to continue its shakedown cruise. No further incidents took place, and the ship performed above expectations.

Final fitting of the second Ascendancy class ship was just being wrapped up, when, in early 2417, the Rivers class USS Shenandoah was lost in combat with the Aphena in the Delta Quadrant. Working off a suggestion by Admiral Nathanial West, the Corps of Engineers redesignated the second Ascendancy class ship as the USS Shenandoah, NCC-91121-B. After final outfitting, and a truncated shakedown cruise, Fleet Admiral Evan Kross took command in late 2417.

While massive in size, the Ascendancy class was found to have one major flaw in its design. Manuverability. In the words of Lieutenant Illiana Trowska, chief conn officer of the USS Shenandoah, they 'skim through space in exactly the same way that bricks don't'. Indeed, on several occasions over the course of the service of these vessels, her lack of manuverability has been a cause of concern.

Given the continued conflicts with the Romulan Star Empire, in 2495, Starfleet issued a brief to bring the ten Ascendancy Class starships out of mothballs. An extensive refit was laid out, including upgrading the computer core to ALICC III specs, as well as Type XX double lined phaser arrays. Each ship was given a completely new compliment of auxiliary craft, insuring that the Ascendancy Class would once more be the pinnacle in exploration capability.
